While troubleshooting a Workflow 2013 Farm outage I noticed the below event log errors. The fix was to execute Workflow 2013 PowerShell cmdlets to “sync” the binary front end with SQL database backend. Similar to how SharePoint Config Wizard does this after CU EXE installation with SharePoint Farms, we may need to run similar “SPFarmUprgade” steps for Workflow 2013 Farms.

- Solution: Review the previous status messages to determine the exact reason for the failure. Site Component Manager will automatically retry the installation in minutes. To force Site Component Manager to immediately retry the installation, stop and restart Site Component Manager using the Configuration Manager Service Manager.
- After the executable for a service is deleted, the service might still be present in the registry. If that's the case, use the command sc delete to remove the entry for the service from the registry. Install your service manually using PowerShell. From the Start menu, select the Windows PowerShell directory, then select Windows PowerShell.
- This problem occurs if the previous install is corrupted or broken. Most of the times, re-installing the program again will do the trick. I would suggest you to try the steps mentioned below. Steps to re-install Microsoft.net framework 1.1. Click on Start; in the start search type cmd.
